Safe, fun, and affordable neighborhoods in Baltimore?

My fiance and I are moving to Baltimore together after we get married and we're looking for a safe, fun, and affordable neighborhood. Are there any neighborhoods that are good for young couples. I know its tough to find somewhere safe, fun, AND affordable. Maybe someplace with fun shops and cafes and where you don't fear for your life when you walk the dog at night. Parks are good too! Any suggestions?
