Does walmart target of kmart sell blue hair dye?

I want to dye the underlayer of my hair blue and i was wondering if walmart target or kmart sold blue dye? If it helps i live in the baltimore, md metro area... and please please PLEASE don't tell me to go to sally beauty or hot topic i will only go there if no other stores sell it...
